ALG served as a key strategic partner in the formation of what are now the two separate municipal water suppliers. This complex restructuring fundamentally transformed the region’s water system, ensuring both financial stability and long-term service efficiency.

Our key contributions included:

  • Negotiation & Implementation of a Landmark Lease Agreement – Structuring a long-term lease that bifurcated the former department, serving 125+ Michigan communities, into two separate entities, securing $50+ million in additional annual revenue.
  • Debt Reduction & Asset Retention – Facilitating a strategy that allowed a city to retain ownership of its water system while successfully discharging over $4 billion in legacy debt.
  • Operational Transition & Reorganization – Assisting the new local water department in realigning contracts, operational resources, facilities, and personnel to ensure it could serve as the city’s sole retail water provider under the new regional framework.

Led by Floyd Allen, Nichole Hunter, and George Pitchford, ALG’s involvement was instrumental in executing this unprecedented restructuring, ensuring sustainable water services for the city and the broader region.
