Mr. Kozicki has over twenty years experience in employment, labor, and school law. He has negotiated numerous collective bargaining agreements and is skilled in positional and interest based bargaining methodologies. He’s handled the entire spectrum of the contracting process from the development of management goals, selection of bargaining teams, and drafting language through mediation and work stoppages. He is adept in contract management including collaborative discussions with union leaders, grievance resolution, arbitration, and employee discipline.
His professional background provided him a deep understanding of the numerous laws impacting the field of human resources including: ADA, HIPAA, PDCRA, FMLA, MIOSHA/OSHA, and FLSA to name a few. He has conducted thousands of employment interviews and is familiar with pertinent laws from offer of employment through termination. He has represented employers’ positions at Unemployment Insurance Agency hearings and before the Equal Employment Opportunity Commission. In addition, he has conducted training for employers in topics such as, Sexual and General Harassment Prevention, Appropriate Use of Technology, and Effective Employee Evaluation.
Mr. Kozicki’s background in school law has given him a comprehensive knowledge of FOIA, FERPA, PERA, Teacher Tenure Act, and the Open Meetings Act. He has worked with educators and administrators at the state, county, and state level as Wayne RESA’s Title 1 High Priority Schools Initiative (“HPSI”) which provided service to schools in Wayne County as part of the federal No Child Left Behind Act. He developed and managed the 2009-10 Grant Year budget for HPSI. He recruited, selected, and supervised more than 135 contractors working on the project.
Michael’s Juris Doctor was awarded by the Detroit College of Law (Michigan State University-College of Law). Prior to that he received a Master of Arts in Elementary Education from Saginaw Valley State University and a Bachelor of Science from Wayne State University. He has the honor of being affiliated with the State Bar of Michigan, Labor & Employment Law Section, Michigan Council of School Attorneys and National School Boards Association/Council of School Attorneys.
